To achieve this goal, the activity focuses on four interrelated components: 1) improving the ease of doing business in the agricultural sector; 2) broadening access to finance by mitigating the credit risks of agribusinesses; 3) promoting investment opportunities for agribusinesses to expand and scale up operations; and 4) enhancing the performance standards of agribusiness MSMEs. ASSIGNMENT TITLE: Consultancy Services for SAP Business Processes Re engineering (BPR)

The African Union Commission has received financing from the World Bank toward the cost of the “Support for Capacity Development of the African Union Commission and Other African Union Organs Project (P126848)”, and intends to apply part of the proceeds for consulting services.


Development Objective of the Project (P126848): Strengthen African Union Commission’s capacity to facilitate economic development results and transformation through enhanced institutional efficiency. This will be achieved by enhancing the AUC’s internal human resources and management systems, and supporting result-oriented external partnerships and collective actions designed to enhance the implementation of regional economic development initiatives in priority areas (e.g. regional trade, energy, infrastructure, governance, natural resource management) for the benefit of African Union member states, the Regional Economic Communities and African citizens.


Specific Objective of the Assignment


The AUC core business processes (Human Resources, Finance & Budgeting and Procurement, Stores & Travel) reengineering should achieve the following objectives:


Redesign and modernization of core business processes at AUC, with the purpose of raising the business efficiency and effectiveness at all levels across the organization, in line with the AUC’s institutional reforms

Approved reengineered business processes that are transparent, effective, efficiency and measurable.

Approved reengineered business processes that are easy to understand, lean and popularized among employees, Member States and Partners.

Approved reengineered business processes that are aligned with AU Rules and Regulations (Key amongst these will include The AU Staff Rules & Regulations, AU Finance Rules & Regulations and AU Procurement Rules).

Approved change management strategy and action plan to implement the recommended business processes.

Approved reengineered business processes that can be fully digitized, paperless, and implementable in SAP S4HANA with minimum customization.

The African Union Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:


(a)          Qualifications and experience of the firm;


(b)          Relevant experience related to the assignment


(c)           Technical organization and management of the firm


The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.


Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.


A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
